    <narrative xml:lang="en">Kuza Jamii 2 is a six-month transition programme (October 2025 – March 2026) designed to support the Government of Kenya (GoK) to assume full ownership and implementation of the national Economic Inclusion Programme (EIP) under the Kenya Social and Economic Inclusion Programme Phase II (KSEIP II). Funded by FCDO and building on lessons from KSEIP I and Kuza Jamii 1, the programme combines household-level economic inclusion with systems strengthening to enable sustainable, government-led delivery.&#13;
The programme was implemented across five arid and semi-arid counties Garissa, Isiolo, Mandera, Marsabit, and Tana River as well as in Dadaab refugee settlements and surrounding host communities. Implementation was led by a consortium of partners in close collaboration with the Government of Kenya, particularly the Directorate of Social Development (DSD), National Drought Management Authority (NDMA) and County Governments across the target counties.&#13;
Kuza Jamii 2 reached 8,800 participants and their households through a structured poverty graduation model, including savings group formation, business development support, and access to markets and financial services. In parallel, the programme strengthened last-mile economic systems through the development of ward-level producer cooperatives and enhanced government delivery systems, including the Enhanced Single Registry (ESR), On-Demand Registration (ODR), and the Community Development Management Information System (CDMIS).&#13;
A central focus of the programme has been to establish the institutional, operational, and systems foundations required for Government led implementation of EIP under KSEIP II. This includes strengthening multi-agency coordination structures, building government capacity at national and county levels, and embedding tools, processes, and data systems within government frameworks to ensure continuity beyond the project period.&#13;
Consortium Structure and Delivery Approach&#13;
The programme delivered results across three core outcome areas: (i) household economic inclusion and graduation from poverty, (ii) strengthening of market systems through cooperatives and private sector linkages, and (iii) institutional capacity strengthening to enable government-led delivery of EIP.&#13;
Implementation was delivered through a consortium of partners. Village Enterprise served as the lead implementing partner, responsible for overall programme management and delivery of the graduation model across Garissa (including Dadaab), Isiolo, Marsabit, and Tana River, while Generation for Change and Development (GENCAD) led implementation in Mandera County.&#13;
Echo Network Africa Foundation (ENAF) led the integration of Gender Equality and Social Inclusion (GESI) across all counties. Smart Regional Consultants (SRC) focused on strengthening market systems through the development of ward-level producer cooperatives and private sector linkages under Outcome 2, while CHASP Advisory supported government systems strengthening, including the development and integration of key tools and platforms under Outcome 3.</narrative>
