Migrants and returnees often face overlapping and complex vulnerabilities, compounded by evolving
migration policies and challenges that transcend national borders. In this context, there is an urgent need
to strengthen both national and regional capacities to ensure the protection, dignity, and human rights of
all migrants - whether in transit, at their destination, or upon return - regardless of their migration status.
Equally important is the necessity to scale up efforts to support sustainable reintegration upon return,
guided by a rights- and needs based approach that prioritizes individual dignity and long-term prospects.</narrative>
