CH-FDJP-CHE365512867-SIDA2026NCDA NCD Alliance Programme of work that aligns and supports delivery of the strategy for Sweden’s development cooperation for health and sexual and reproductive health and rights 2025-2029, particularly the goal of strengthening the conditions for good health. With NCDs such as cardiovascular disease, cancer, diabetes, chronic respiratory diseases and mental health accounting for 75% of deaths globally, and 73% of these deaths occurring in LMICs, efforts to curb or prevent the NCD epidemic are essential for improving the conditions for health and achieving the SDGs. This programme builds upon the last five years of partnership with Sida, aligns with NCDA’s current 2021-2026 strategy, responds to the expected global health and development landscape of the next three years, and draws upon NCDA’s comparative advantage - as global civil society alliance and a convenor and mobiliser of a powerful network of over 500 members and alliances spanning risk factors and diseases; as a global advocacy organization with strong relationships with WHO/UN and governments and a track record in influencing progressive policies and political commitments; our footprint at the national and regional levels through our unique network of 75 NCD civil society alliances and coalitions in LMICs; and our well-established capacity development programme, campaigns and forums that are proven to mobilise and support civil society and drive advocacy. The overall goal of this programme is to galvanise implementation at the national and regional levels on NCD prevention, health system strengthening and integrated primary health care and sustainable NCD financing while continuing to promote political commitment at the global level. The programme focuses on three thematic priorities: 1. Prevention of NCDs. 2. Health systems strengthening for NCDs. 3. Sustainable financing for NCDs. The programme has three strands of activity, all of which are interconnected: 1. National and regional advocacy on NCDs in a set of shared priority countries to build the demand for action and drive policy change for local impact. 2. Global advocacy on NCDs, building political commitment and momentum for prevention, health system strengthening and integrated care, and sustainable NCD financing. 3. Strategy review and development to equip NCDA to respond to the next phase of the NCD response post-HLM and global health and development challenges of 2027+. NCD Alliance NCDs are an urgent, global, health and development issue. These diseases - including cardiovascular disease, cancer, diabetes, chronic respiratory diseases and mental health - are destabilizing economies, crippling health systems, driving poverty and inequities, and undermining the health and wellbeing of populations. Although the burden is universal, accounting for 75% of all global deaths, approximately 86% of premature deaths from NCDs and 77% of all NCD deaths occur in LMICs, and the poor in all countries are hit the hardest. Governments have made numerous global commitments on NCDs and mental health over the last decade through a series of UN High-Level Meetings and agreed a set of 9 global targets and 25 indicators to drive and measure progress to 2025 and 2030. In addition, there is a strong body of evidence on the tried and tested solutions to prevent and effectively manage NCDs - the WHO “Best Buys” - which provide governments with a menu of cost-effective public health policies and health system interventions which are proven to make an impact. And yet still, implementation on NCDs at national and regional levels is alarmingly off track, and NCDs remain under prioritised within the broader global health and development agenda and the current global health architecture. Only 19 countries and territories are on track to reach SDG3.4 to reduce premature NCD mortality by 2030, and there has been a concerning slowdown in the rate of decline of premature mortality for 60% of countries in this decade compared to the last. The overall goal of this programme is to galvanise political commitment at the global level and promote implementation at the national and regional levels on NCD prevention, health system strengthening and integrated primary health care, and sustainable NCD financing. Globally, an estimated 1.7 billion people are living with non-communicable diseases (NCDs). This population will be the primary beneficiary of the project, in addition to people at risk from, and affected by, NCDs. Intermediary target groups for our programme will include: NCDA civil society members and alliances; Governments and policy makers; National and regional NCD alliances in priority geographies; global health civil society and NGOs; UN agencies; the media and health journalists. 6000000 3000000
