US-EIN-13-5660870-XM-DAC-7-PPR-240001001 The International Rescue Committee The Protecting Sexual Reproductive Health and Rights (PROSPECT SRHR) project in West Nile, Uganda is a 4-year initiative funded by the Embassy of the Kingdom of the Netherlands and implemented by the International Rescue Committee (IRC) in consortium with World Vision Uganda (WVU), Reach A Hand Uganda (RAHU), Humanity and Inclusion (HI), with Open Capital Advisors (OCA) as a strategic technical partner. It seeks to improve the sexual and reproductive health and social wellbeing of adolescents, young people and women of reproductive age by contributing to reductions in preventable maternal deaths, teenage pregnancies, sexual and gender-based violence, child marriage and new HIV infections. The Activity operates in Yumbe, Koboko, Maracha, Terego, Nebbi and Pakwach districts. It prioritizes adolescents and young people aged 10-24 years, women of reproductive age, teenage mothers, young people not in education, employment or training, refugees, persons with disabilities and people living in hard-to-reach communities. It also engages men, parents, caregivers, community leaders, religious and cultural leaders, schools, health facilities, district local governments and community structures that influence access to health, education, protection and social services. The Activity responds to persistent barriers that affect access to quality sexual and reproductive health, protection and education services in West Nile. These include weak adolescent responsive and inclusive service delivery, gaps in health worker capacity, commodity stock outs, weak referral systems, harmful gender and social norms, school dropout linked to pregnancy and poverty, limited support for teenage mothers to return to school, stigma faced by young people and persons with disabilities, weak data systems and limited accountability in service delivery. The intervention uses an integrated systems strengthening approach that connects health facilities, schools and communities. It strengthens public health facilities and community service delivery points to provide quality, equitable, inclusive and youth friendly SRHR and SGBV services within climate and epidemic resilient health systems. This includes mentorship and capacity building for health workers, community health workers, peer providers and village health teams; improved provision of family planning, maternal health, post abortion care, postpartum family planning, clinical management of rape, adolescent health, HIV and STI related services; and support for quality of care improvement. PROSPECT SRHR strengthens reproductive health commodity security through improved ordering, stock monitoring, supply chain review, digital tools and district led corrective action. The Activity supports schools and community settings to deliver age-appropriate sexuality education, prevent and respond to SGBV, and promote safe and inclusive learning environments. It works with teachers, school leadership structures, parent groups, learners, community actors and district education teams to strengthen life skills education, menstrual health, school clubs, referral pathways, disability inclusion, learner tracking and support for the re-entry of teenage mothers into school. The Activity works with women, adolescents and young people to increase agency, participation and demand for services. Through peer educators, youth champions, Women and Girls Safe Spaces (WGSS), community dialogues, intergenerational engagement, mass media, digital media and youth led platforms, the Activity promotes informed decision making and addresses social norms that limit access to SRHR, SGBV and education services. It also engages political, religious, cultural and community leaders to support positive attitudes toward adolescent health, prevention of violence, disability inclusion, school retention and the rights of teenage mothers. The Activity addresses economic barriers that limit access to services and increase vulnerability to early marriage, teenage pregnancy, school dropout, exploitation and violence. It supports financial literacy, savings groups, vocational and entrepreneurship skills, business mentorship, market linkages and livelihood pathways for vulnerable young people and women. The Activity also strengthens governance, accountability, planning, data use and sustainable financing for health, education and protection services. It supports district local governments, schools, health facilities and community structures to improve coordination, joint planning, performance monitoring, data quality, routine data use and participatory accountability. It promotes community feedback mechanisms, client satisfaction processes, community scorecards, citizen voice and action approaches, joint monitoring, data quality assessments, performance review meetings and use of routine information systems such as HMIS, DHIS2, EMIS, iHRIS and GBV information systems. It also supports disability inclusion in planning, budgeting, implementation and monitoring, while exploring innovative financing approaches for sustainable SRHR and SGBV service delivery. Across all components, the Activity applies human rights, gender equality, disability inclusion, meaningful youth participation, safeguarding, accountability to affected populations, social inclusion and evidence-based programming. It works through existing government systems and district structures, aligns with national policies and guidelines, and promotes local ownership. The overall approach is designed to strengthen systems, improve service quality, increase use of services, support school retention and completion, reduce protection risks and improve the wellbeing of adolescents, young people and women in West Nile, Uganda.
