    <narrative xml:lang="en">Strengthening Civil Society for Older Persons' Rights and Engagement (SCORE) is a programme implemented in Uganda and the broader Africa region from 2025 to 2028. The programme is delivered through a network of eight civil society organisations operating under the HANU umbrella, leveraging collective expertise, reach, and institutional strength to advance the rights and dignified participation of older persons in society.&#13;

The programme's core objectives are to: &#13;
(1) strengthen the institutional and technical capacity of CSOs working on older persons' rights in Uganda and across Africa; &#13;
(2) promote the meaningful inclusion of older persons' voices in national and local policy processes; &#13;
(3) support the development and implementation of age-inclusive policies and legislation; and &#13;
(4) foster regional knowledge-sharing and peer learning among civil society actors on ageing and rights-based approaches.&#13;
&#13;
SCORE's primary target groups are civil society organisations, older persons' associations, and community-based groups engaged in ageing and rights work in Uganda and the Africa region. Direct beneficiaries are older persons themselves, with deliberate focus on women, persons with disabilities, and those in marginalised or rural communities who face compounded vulnerabilities. Secondary beneficiaries include government officials, policymakers, and community leaders engaged through structured advocacy and multi-stakeholder dialogue processes.&#13;

A defining feature of SCORE is its network approach. Rather than operating as a single implementing entity, the programme harnesses the collective strength of its eight-member consortium under the HANU umbrella to drive coordinated advocacy, unified representation, and shared learning across its membership. This model enables organisations to pool resources, align strategies, and amplify their collective voice at local, national, and regional levels — ensuring that civil society engagement on ageing is collaborative, sustained, and greater than the sum of its parts. The programme is grounded in a rights-based approach to ageing, aligned with the UN Madrid International Plan of Action on Ageing (MIPAA) and relevant African Union frameworks on older persons, and works in active coordination with government counterparts and older persons' organisations throughout Uganda and the Africa region.</narrative>

The SCORE programme began on 1st August 2025, exactly as we had planned, and we are proud that our consortium of eight organisations was fully mobilised and ready to hit the ground running from day one. We expect to complete implementation by 31st March 2028, giving us a focused three-year window to make a meaningful difference in the lives of older persons in Uganda and across the Africa region.&#13;

We will update this record with the actual end date once the programme formally closes in March 2028. In the meantime, anyone following our work can be assured that the dates captured here reflect exactly where we are in our journey with SCORE. This is part of our broader commitment at HANU to keeping our IATI records honest, current, and accessible to all our stakeholders, partners, and the communities we serve.</narrative>

    <narrative xml:lang="en">Uganda is our primary country of operation for the SCORE programme. As a Ugandan civil society network, HANU and our consortium of eight member organisations are deeply rooted in the Ugandan context, and it is here that the bulk of our work with and for older persons takes place. While SCORE has an international dimension in terms of learning, knowledge exchange, and advocacy, the heart of our implementation, our communities, our partners, and the older persons we serve, is firmly in Uganda. We are therefore reporting Uganda as the sole recipient country at 100%, accurately reflecting where our programme resources and efforts are directed.</narrative>

The SCORE programme — Strengthening Civil Society for Older Persons' Rights and Engagement, is a direct expression of our conviction that older persons must have a meaningful voice in the decisions that shape their lives, and that a strong, organised civil society is the most powerful vehicle for making that happen. Through our network of eight civil society organisations operating under the HANU umbrella, SCORE brings together collective expertise, community reach, and institutional strength to advance the rights and dignified participation of older persons in Uganda and across the Africa region from 2025 to 2028.&#13;

Civil society strengthening is the engine of SCORE. We invest in building the institutional and technical capacity of our member organisations and the broader CSO ecosystem working on older persons' rights, equipping them to advocate effectively, engage credibly in policy processes, and sustain their work beyond the life of the programme. Our network approach means that no organisation works in isolation, we learn together, align our strategies, and speak with one coordinated voice on the issues that matter most to older persons in Uganda.&#13;
Older persons in Uganda remain among the most vulnerable and underserved members of society, frequently excluded from the social protection systems designed to support them. SCORE actively works to change this by engaging government and policymakers to strengthen age-responsive social protection policies and ensure that the rights and welfare of older persons are a deliberate priority in national planning and resource allocation. We believe that sustainable change in the lives of older persons requires not just advocacy from civil society, but genuine reform in the systems and structures that govern their access to dignity, services, and support.&#13;
&#13;
SCORE is fundamentally a human rights programme. We approach ageing not as a welfare issue but as a rights issue, grounded in the UN Madrid International Plan of Action on Ageing (MIPAA) and relevant African Union frameworks on older persons. Our work supports evidence-based advocacy for age-inclusive legislation, challenges discrimination against older persons in all its forms, and builds the capacity of civil society to hold duty bearers accountable. At HANU, we are clear that the rights of older persons are non-negotiable, and SCORE is our commitment to making that belief a lived reality for every older person we reach in Uganda and across the Africa region.&#13;
&#13;
Beyond policy and advocacy, SCORE is rooted in the communities where older persons live. Through our member organisations, we support direct engagement at the grassroots level, connecting older persons to services, strengthening community-based older persons' associations, and ensuring that the most marginalised, including older women, persons with disabilities, and those in rural and underserved areas, are reached, heard, and supported. This community-level work is what keeps SCORE honest and ensures that our advocacy is always informed by the real, lived experiences of the older persons at the centre of everything we do.&#13;

Taken together, these interlocking areas of work, civil society strengthening, social protection, human rights advocacy, and community engagement, reflect HANU's holistic vision for what it means to champion the rights and participation of older persons. SCORE is not simply a programme; it is a network-driven movement, and we are proud to be publishing this record as part of our commitment to transparency, accountability, and open development practice.</narrative>

      <narrative xml:lang="en">HANU receives funding for SCORE once a year from HelpAge International at the start of each programme year. For Year 1, we received GBP 56,812 in August 2025 to cover our activities through to 31st March 2026.&#13;
We take accountability seriously. Every 10th of the month, we report to HelpAge International exactly what we spent the previous month, making sure our books are always up to date and accurate.&#13;
All transactions recorded here reflect our actual programme spend, and we will keep updating this record as SCORE progresses through to March 2028.</narrative>
