This will be achieved through a three-pronged approach which includes election observation, provision of technical assistance and peer-to-peer learning & capacity-building. The proposed technical assistance builds on the recommendations of previous observer reports. However, some member countries can go successive electoral cycles without implementing observer recommendations on key aspects of the electoral process. The successful implementation of observer recommendations hinge on political will. In view of this, Commonwealth Heads of Government have recommended that countries establish domestic mechanism to take forward the recommendations made by Commonwealth observers. The creation of the election observation recommendations database will allow for better tracking of the level of implementation of recommendations, which in turn will allow for the identification of priority issues and will allow targeted support to countries. EMBs in Commonwealth small states often face capacity and skills gaps, and would have access to a cohort of relevant expertise across the electoral spectrum and would benefit from bespoke technical assistance on request. The UN human rights mechanisms play an important role not only in the implementation of human rights obligations, but also in identifying risks and shaping early action to reduce the risks and prevent unrest and violence from emerging. Commonwealth small states and LDCs face significant challenges in engaging effectively with UN human rights mechanisms, including limited capacity and inadequate resources to deal with a growing number of international human rights and reporting obligations. The project will therefore support member countries to strengthen their engagement with these mechanisms, in both Geneva and capital, leveraging the mechanisms as means of detecting, tracking and mitigating risks, whilst simultaneously facilitating deployment of timely and targeted responses as appropriate. The Commonwealth Secretariat’s comparative advantage lies in its trusted convening power, impartiality, and deep technical expertise across governance, rule of law and human rights. This is evidenced by the first iteration of the project, the Faith in the Commonwealth, which was a joint initiative between the Commonwealth and the Khalili Foundation to deliver Global Citizenship Education (GCED) and religious literacy in an interactive, practical and contemporary way. It builds on the Commonwealth’s investments in youth development and entrepreneurship, and in developing young people’s skills to build peace and prevent counter violent extremism.
