In addition, we will strengthen empirical evidence around research governance, focusing on cost of compliance.</narrative>

<narrative xml:lang="en">Our findings will be summarised in three main "Knowledge Deliverables":
1: Medicine procurement policy impact analysis
How do consolidated purchasing and transparency influence price of medicines in the public system, sustainable supply to patients, quality, and opportunities for rent-seeking?
2: Political economy analysis
Which interest groups most influence medicine procurement policy choices, through what mechanisms, to achieve what goals?
3: Research governance analysis
What are the requirements and costs (and opportunity costs) in time, money and other resources of obtaining permissions to conduct non-invasive public health research in a large decentralised setting, and what implication does this have for innovation policy?</narrative>

We aim to situate the policy research firmly in its political context, adding to the understanding of the interaction between politics, policy, and data systems, while simultaneously recording the implications of policy decisions at the operational level within district health departments, hospitals, and primary facilities.
We will also record and analyse the costs in time, travel and money of obtaining permits necessary to conduct multi-site, non-invasive public health research, and consider the implications for research governance policies intended to foster innovation.</narrative>
